Abstract. The article addresses the problem of transitioning industrial
enterprises to a closed water consumption cycle (CWCC) as a priority
area for resource conservation and reduction of anthropogenic pressure
on water bodies. The relevance of transitioning to integrated water
resources management, including solutions aimed at achieving a closed
water consumption cycle, is substantiated. Based on an analysis of
existing approaches, the need to develop a universal tool for assessing
the feasibility and parameters of implementing a CWCC is identified. A
block-type model for establishing a closed water consumption cycle for
oil refining enterprises is proposed, which takes into account both
environmental and economic indicators. The model was tested using the
Moscow Oil Refinery as a case study.
